Purpose:

Enhance ATHS focus & alignment and build a framework for action by applying the concepts of strategy mapping and balanced scorecard (BSC) methodology.

Background:

In 2002, the Alaska Native Statewide Health Plan was adopted by ANHB, followed in 2004 by the ATHS Memorandum of Understanding.  These two companion documents clarify the working relationship of ATHS partners and identify the major priorities and strategies of mutual interest. 

Guiding Principles:

  • The strategy map & scorecard are tools to support focus & action and do not replace the two original companion documents or their intent.
  • Integrates the goals & objectives from both ATHS companion documents.
  • Assure that no new priorities are identified (not already included and agreed upon within the existing documents).
  • Common groupings of priorities allow for increased focus on the "vital few" and related cause & effect considerations.

Framework:

The ATHS draft strategy map (above) and Balanced Scorecard is framed around the 4 balanced perspectives recognized within highly successful organizations (by Norton & Kaplan) which include the Customer, Financial, Internal Process, and Learning & Growth.
